City of Montrose Wastewater Treatment Plant

Funding Requested: $7,000,000

Total Project Cost: $40,000,000

Project Summary:

The City of Montrose in conjunction with the City of Waverly will be building crucial infrastructure to regionalize their Wastewater Treatment Plant with Howard Lake-Maple Lake-Annandale, who currently have an established partnership. They will be decommissioning our current plant that is located in Montrose and will build infrastructure needed to transport the wastewater from Montrose and Waverly to the Howard Lake-Maple Lake-Annandale plant which is located in Albion Township.

Background Information:

This project is needed due to the pressing challenges faced by the Montrose and Waverly communities in wastewater management. The Montrose Wastewater Treatment Plant (WWTP) currently operates at a critical 95% capacity, imposing a substantial hindrance to the prospect of welcoming additional tax base, whether residential or commercial. This capacity constraint signifies a significant impediment to the future growth and economic vitality of both municipalities. The existing limitation on accommodating new tax bases is a pivotal concern, as it directly impacts the ability to foster community expansion and attract businesses. Without the capacity for growth, there is a looming threat of exacerbating the tax burden on current residents, translating into potential increases in taxes and wastewater usage rates. This undesirable outcome not only compromises the financial well-being of the existing community but also hinders the overall economic development of Montrose and Waverly. By securing federal funding for the proposed project, there is an opportunity to alleviate the strain on the wastewater treatment infrastructure. This, in turn, enables the restoration of acceptable capacity levels, facilitating the incorporation of new tax bases. The injection of federal funds not only addresses the immediate challenge posed by capacity constraints but also serves as a prudent investment in the sustainable growth and prosperity of Montrose and Waverly, safeguarding the economic interests of the current population while creating a foundation for future expansion.
