Town Line Road Reconstruction

Project Summary:
The proposed project would reconstruct 30th Avenue/75th Avenue (aka Town Line Road) between Stearns CSAH 4 and the south limits of the city of St. Stephen in LeSauk, St. Wendel and Brockway Townships and the city of Sartell to meet current standards for traffic levels, including 6-foot paved shoulders, right turn lanes and bypass lanes, safer roadsides and improving structural capacity to a 10-ton axle weight.
Background Information:
The existing roadway section includes a 20-foot paved surface with no shoulders and steep inslopes. The recovery area along the road is unforgiving with vertical earth embankments. The existing pavement is in poor condition, and the road has a five-ton axle weight structural capacity year-round. The existing roadway section does not adequately serve the roadway users. Agricultural traffic generally takes up more than half the roadway, making it especially unsafe for other commuter and school traffic. Bicyclists and pedestrians that currently use the roadway do so at risk of great peril, as there is no safe area separated from the roadway traffic. Further, the poor pavement condition poses additional hazards to bicyclists in particular. 2022 traffic counts ranged from 2485 to 2741. The subsoils are poor and the water table is high, making it an expensive reconstruction project just to meet minimum standards for the traffic volumes the road serves. The three townships involved in the project have a limited tax capacity to fund the portion of this project over the legislative earmark amount.
