Community Funding Project: Heatherwood Road

Value to the Taxpayer:

The project elements each present an opportunity to reduce cost to taxpayers, increase public service reliability and resiliency, and invest in infrastructure. They will also result in significant economic opportunities for several communities and businesses and will benefit taxpayers far beyond the region.  The project will result in an increase in efficiency, mobility and safety of transport of goods, along with reductions in carbon emissions. Regionalization of services and cooperative infrastructure upgrades result in a direct impact to all residents, businesses and institutions by reducing capital and operation and maintenance costs for all entities involved, which ultimately reduces taxes and fees.

Project Summary:

This project will complete a vital arterial road corridor serving employment-related development and reduce reliance of local traffic on Interstate 94, addressing regional congestion concerns.  More than 200 acres remain available for further job creation and urban development yet have lagged behind regional market demand given limited accessibility. Replacement of the underlying three miles of aged critical regional sewer infrastructure will ensure services are sufficient to meet needs of residents and foster business and economic growth of seven central Minnesota communities well into the future.

Background:

  • The City of St. Cloud has committed significant local resources to facilitate commercial and industrial development parallel and adjacent to Interstate 94.
  • Existing businesses adjacent to the corridor employ over 3,000 workers with plans for continued expansion. 
  • More than 200 acres remain available for further job creation and urban development yet have lagged behind regional market demand given the limited access for suppliers, public safety, and general commerce trips due to the lack of a road connection between the I 94 Business Park and urban core.  
  • The underlying sanitary sewer infrastructure work will result in replacement of the critical three-mile regional force main sewer system that services the communities of St. Cloud, Sartell, Waite Park, Sauk Rapids, St. Joseph, St. Augusta, and will serve the City of Foley in 2023. 
  • This element will ensure that existing residents are provided with safe and economical treatment and that economic development and private investment are realized without duplication of municipal services at heightened cost to tax and rate payers.
