Sherburne County Jail Restoration

Project Summary: 

This project would replace a failing infrastructure and deterioration due to the age of the current vehicle sallyport, which is having adverse effects on the general population and staff within the Sherburne County Jail. This specific request for renovation is needed to expand the space available for law enforcement vehicles and the necessary separation required between inmates. The sallyport has been expressly mentioned as lacking space in 3 separate Minnesota government reports, quoting: "The Sherburne County Jail has had several housing unit expansions over the years but the core features of the facility to include the kitchen, property room, vehicle sally port, and laundry were not enlarged to accommodate the additional population. The most glaring shortfall in space is the intake area." 

Background Information: 

The mix of USMS, ICE, and local detainees has placed an inordinate amount of strain on the vehicle sally port specifically. In 3 separate Biennial reports from the State of Minneosta, they explicitly say that "The number of bookings and additional traffic due to court movement in and out of the facility make it cumbersome to maintain classification separation". This creates safety issues for all inmates and staff, and the renovation of the vehicle intake sallyport will provide for additional space for officers and detainees to remain separated and protected at all times. The original structure was built in 1980. The Intake Vehicle Sallyport section has been identified as an area of replacement during Minnesota Department of Corrections biannual inspection reports going back to 2020, noting National Institute of Correction estimates the average life expectancy of approximately 25-30 years. This area is 45 years old and are now out of compliance with current best practices.
