Washington, D.C. – Today, Congressman Tom Emmer celebrated the passage of the National Defense Authorization Act (NDAA) for Fiscal Year 2025. Included in the legislation was Congressman Emmer’s Ammunition Supply Chain Act, which aims to identify and address vulnerabilities in America’s ammunition supply chain to ensure the United States military has an uninterrupted and abundant supply of ammunition.
“This year’s NDAA supports significant quality of life improvements for our service members and refocuses our military on their core mission: American safety and security,” Congressman Emmer said. “Including our Ammunition Supply Chain Act in this legislation is an important step to strengthen domestic ammunition production and support our service men and women.”
Background:
The increased use of ammunition and artillery around the world has led to global shortages of critical materials used in ammunition production. These shortages have resulted in skyrocketing domestic ammunition prices and have raised concerns over the United States’ military readiness.
The Ammunition Supply Chain Act requires the Secretary of the Army to provide a comprehensive report to Congress on the supply chain of ammunition manufacturing. The report will include information on sourcing raw materials used in ammunition production, examining weaknesses in the existing supply chain and the global demand for ammunition, and providing strategies for fostering public-private partnerships.

Additional provisions of the Fiscal Year 2025 NDAA include:
- A 14.5% pay raise for junior enlisted service members and a 4.5% pay increase for all other members of our armed forces.
- Improving the service member cost of living allowance calculation to properly account for inflation.
- Banning transgender medical treatments for minors.
- Prohibiting funding for critical race theory teaching and training in the military, service academies, and DoD schools.
