Project Summary:
The proposed 2025 & 2026 Infrastructure Improvement Project will improve the condition and reliability of transportation, drinking water, and sewer infrastructure in Downtown Young America and second neighborhood in north Norwood Young America bounded by Trunk Highway 5, 7th St SW, and Central Ave. Watermain improvements will include replacing the aged line to a new line and replacing hydrants to insure fire flow capacity. Within the Downtown Young America Area, watermains will be replaced beneath Main Street and a portion of 3rd Ave SE. The new watermains will eliminate the occasional disruptions in service that result from the aged condition of the existing water main.
Background Information:
Project need is driven by deteriorating conditions of drinking water, transportation, and sewer infrastructure in the project area. The project is also needed to attract residents and businesses to Norwood Young America. The current water service in the project area is unreliable. The area has seen 11 watermain breaks in service in the last 5 years, resulting in frequent disruptions of service. The watermains in the project area are failing, largely because of corrosive soil conditions. Further, residential watermains are not of adequate size to provide fire flow capacity to the areas fire hydrants. Road surfaces in the project area show evidence of degradation. Roadways feature cracks, sunken curbs, excessive patching, and potholes with puddle formation. These features hinder transportation safety, efficiency, and property values. The city has maintained a regular schedule of sealing cracks and patching potholes; however, these roadways have reached the point where a mill and overlay is a better use of city resources than frequent maintenance efforts. The sanitary sewer system serving the project area is in poor condition. Existing lines, manholes, and castings have infiltration issues that are adding to the total amount of water that the city is treating, thereby increasing cost to the city and negatively impacting the efficiency of citywide water treatment. Additionally, the project is a valuable use of taxpayer funds because it enables the continuing development of the city. Norwood Young America is a rapidly growing community in the fastest growing county in Minnesota, Carver County. As Norwood Young America continues to grow, additional strain will be placed on water and transportation infrastructure. Providing reliable water service will help the City of Norwood Young America attract both residents and businesses.
