Norwood Young America 2025 Infrastructure Improvement Project

Project Summary: 

The proposed 2025 Infrastructure Improvement Project will improve the condition and reliability of transportation, drinking water, and sewer infrastructure in a neighborhood in north Norwood Young America bounded by Trunk Highway 5, 7th St SW, and Central Ave. The project will reconstruct 4th Ave SW as well as adjacent roadways along Hilltop Cir, Colonial Cir, Webster St, and Valhalla Drive. Full roadway reconstruction will include replacement of the problematic watermain that serves this community. The project will also mill and overlay 4th St SW, Adams Dr, 5th St Ct, and 5th St W, where pavement conditions are in deplorable condition.

 

Background Information: 

Project need is driven by deteriorating and unacceptable conditions of drinking water, transportation, and sewer infrastructure in the project area. The current water service in the project area is unreliable. The area has seen 11 water main breaks in service in the last 5 years, resulting in frequent disruptions of service. The water main running under SW 4th Ave is failing, largely because of corrosive soil conditions in the project area. Additionally, the SW 4th Ave water main is only a 6” water main and is not of sufficient size to provide proposer fire flow capacity to the area’s fire hydrants. Road surfaces in the project area are showing evidence of aging and degradation. Roadways in the project area feature cracks, sunken curbs, excessive patching, and potholes with puddle formation. These features hinder transportation safety, efficiency, and property values. The city has maintained a regular schedule of sealing cracks and patching potholes; however, these roadways have reached the point where a mill and overlay is a better use of city resources than frequent maintenance efforts. Mimicking the condition of the facilities above it, the sanitary sewer system serving the project area is in poor condition. Existing lines, manholes, and castings have infiltration issues that are adding to the total amount of water that the city is treating, thereby increasing cost to the city and negatively impacting the efficiency of citywide water treatment. Sewer drainage systems have a history of becoming overwhelmed during rainfall events, resulting in minor flooding.
