Emmer, Minnesota Republican Delegation Call on Gov. Walz to Adhere to Title IX and Keep Boys Out of Girls’ Sports

Washington, D.C. - Today, Congressman Tom Emmer led the Minnesota Republican congressional delegation in a letter to Minnesota Governor Tim Walz requesting that the Minnesota State High School League (MSHSL) adhere to Title IX and reverse their policies that allow students to compete in athletics based on their “gender identity or expressions,” allowing biological boys to compete in girls’ sports.
“Minnesota girls deserve fairness in sports. These policies undermine girls’ achievements, ruin the potential for future scholarships and opportunities, and put their safety in jeopardy," said Congressman Emmer. “Governor Walz continues to harm Minnesota girls by rejecting common-sense policies that would keep biological boys out of their sports.”
Background
Currently, the MSHSL’s policy “allows participation for all students consistent with their gender identity or expressions” for participation in athletics.
On September 30, 2025, the U.S. Department of Education (ED) and U.S. Department of Health and Human Services (HHS) announced that both the MSHSL and Minnesota Department of Education (MDE) are in violation of Title IX. This follows an investigation that was launched on June 12, 2025, in response to Minnesota’s transgender sports policies that allow males to compete in female sports.
If the policy is not changed, the violation could jeopardize Minnesota’s federal funding.
The Walz administration would not offer a “substantive response” to the Trump administration, due to the federal government shutdown.
Now that the government has reopened, the Minnesota Republican delegation is calling for a response.
