CSAH 19/ CSAH 123 Intersection Improvements

Project Summary: 

Construction of a three-legged intersection at CSAH 19/109th Ave and CSAH 123/Rosedale Ave with a single-lane roundabout. The project would also connect a pedestrian walkway on CSAH 19 to the Bridge of Hanover neighborhood and future developments to the south. A dangerous bottleneck with poor access for the southwest area of our community currently exists at this intersection.

 

Background Information: 

Lack of access for neighborhoods on the south and west side of this intersection also prevent those residents from entering the community during peak commute times which also cuts those drivers off from accessing the City's businesses. The city has discussed intersection improvements and funding options with Hennepin County and the county has indicated that this project will not be added to their CIP in the foreseeable future. This is due in part because of the of the county’s large geographic footprint and roadway network, and because of this project’s location on the border of two counties and the majority of traffic passing through this intersection coming from Wright County. This situation leaves the City of Hanover in the position of finding funding for this important project to avoid further deterioration of traffic operations and to proactively address the known safety risks this intersection poses. Hanover cannot fund the roundabout project for this intersection of County roads. It is not feasible for developers to absorb these costs either. If other funding cannot be obtained, traffic operations will continue to suffer, safety issues will increase, and the city will not realize accessibility for residents and the development potential of this area. Constructing the roundabout will allow safe maneuverability of the intersection and remove a barrier that exists to private investments into this area that could provide for retail and service businesses needed in our area, as well as improved health of the community's financial stability due to additional commercial investments to help pay for a share of the community's ongoing operational burden for infrastructure maintenance. Wright County is making significant improvements to CSAH 19 north of the river; however, these improvements draw more attention to the poorly operational and unsafe intersections on the Hennepin County side of Hanover. The lack of funding makes improving these intersections impossible.
