Project Summary:

The City of St. Michael Waste Water Treatment Plant (WWTP) Upgrade Project improvements include new biosolids handling, headworks screening processing, equipment storage, and liquids processing over two construction phases at an estimated cost of $40 million. The St. Michael Regional WTWTP treats the wastewater from all of the city’s residents and businesses, as well as the City of Hanover and Rockford Township. This critically important project is designed to address the regulatory and clean water needs of the community for the next 20+ years.

 

Background Information:

This project is needed to improve the water quality of the plant effluent and treat/handle/process/store the plant biosolids to address the State of Minnesota's recently imposed unfunded mandate requiring a change to our previously effective treatment process. The State recently outlawed the non-native phragmites reeds that have been effectively used in the biosolid treatment reed beds for the past 25 years. Unfortunately, this change in the State’s regulations is forcing the City to construct a new headworks, biosolids dewatering, treatment, storage, and processing facility, under the first project phase for approximately $17 million. The second construction phase, estimated to cost $23 million, includes changing and expanding the current Sequencing Batch Reactor (SBR) liquids treatment process to a filtered Membrane Bio Reactor (MBR) process. This phase is necessary to improve regional sewage treatment for up to 7 million gallons a day and vastly improve the quality of the treatment plant’s clean water outflow into the Crow River, which flows into the Mississippi River. Specifically, the amount of phosphorous and nitrogen being discharged from the plant will reduce dramatically with this phase, thus improving water quality in the downstream waters. Federal Government financial assistance is needed to help fund part of this unforeseen but very beneficial project.
