City of Carver Levee Modernization

Project Summary: 

For over 50 years, the Carver Levee has protected the community and Historic Downtown from major flooding events. Due to its current state of disrepair, the levee is no longer eligible for the levee safety program by the United States Army Corps Engineers (USACE) or eligible for certification by Federal Emergency Management Agency (FEMA). The purpose of this project is to bring the existing Carver Levee up to current FEMA certification levels to protect the historical sites within the City of Craver, Minnesota. This work will require raising the levee, shifting the levee, replacing obsolete pumping systems, installing floodwall retaining structures, internal drainage and seepage control, and working with FEMA to obtain levee certification.

 

Background Information: 

The Carver Levee is in a state of disrepair. The purpose of this project is to bring the existing Carver Levee up to current Federal Emergency Management Agency (FEMA) certification levels in order to protect the city’s vitality for future generations, protect historical sites, and to increase the safety for Carver residents and visitors. This project will require funding for raising the levee up to FEMA standards which includes correcting clear zone issues, increasing the levee elevation and correcting steep slopes. The purpose of this project is to bring the existing Carver Levee up to current Federal Emergency Management Agency (FEMA) certification levels in order to protect the city’s vitality for future generations, protect historical sites, and to increase the safety for Carver residents and visitors. Local taxpayers will be relieved of the current limitation of 50% property value for reinvestment due to the existing floodplain restriction associated with the non-FEMA certified levee. Removal of this limitation will revitalize economic development within the city.
